The legislation aims to amend the Social Security Act, titles explicitly XVIII and XIX. The objective is to provide to benefit from part A or part B if the Medicare programs. This also includes individuals who have enrolled under a State program under Medicaid all of who will be empowered to access personal medical data including prescriptions, providers, diagnosis and tests through the mobile health record application of their choice. The main question is whether the platform through the provision of personal health information can enhance care outcomes at minimal costs while maintaining the quality of services delivered.
