Many guidelines and regulations ensure effective disaster recovery, mostly from the government. Government sets policies that aid in providing effective and coordinated recovery. In the United States, George Bush approved the "Homeland Security Act," meant to protect people from terror attacks (Haupt, 2021). It is a policy that came after an attack on September 9, 2001, that prompted the country to set measures for the safety of the Americans. Another policy is the Disaster Mitigation that, was formed to ensure the integration of various disaster prevention plans. Both of these Acts prove that the government is serious about damage that might result from disasters and targets to prevent any occurrence. The government also allocates

4 enough infrastructure and services to curb any forthcoming disaster. Government policies are also targeted at ensuring adequate provision for disaster victims. For example, providing adequate shelter and supplies that would be available after the evacuation of people when a fire outbreak occurs. The Presidency directive 8 is a regulation which ensures adherence to effective recovery when a disaster occurs. It safeguards people against loss of lives and injury and restoration of infrastructure during a disaster. The policies focus on preparedness where health facilities conduct risk analysis, both internally and externally. All healthcare facilities with a disaster recovery plans ensure that an emergency crisis plan is available in order to ensure all supplies are provided in case of emergencies. They include trained security in the facilities and ensure that a fast response is achievable by providing firefighting equipment. Government serves to provide intervention to victims of the attack and offers support to its people till they fully recover from a crisis. For instance, "Federal Emergency Management Agency (FEMA)" is a body that provides victims of disasters with food, medical supplies, and shelter
