One of the recommendations made in the report by Institute of Medicine (IOM) is that nurses should attain higher educational levels and training through an enhanced education system focused at promoting seamless academic progression (IOM, 2011). To achieve this goal, the IOM report set a goal of ensuring that 80% of nurses in the American health care system attain baccalaureate qualifications by 2020 and double the number of nurses with doctorate qualifications during the same time frame (IOM,2011).
